Advertised Target sale items not given for stated price

I live very close to the Easton, MA Target and I go there frequently. This review only pertains to this store. My one major complaint about the store concerns their sale items (the ones in their weekly flier). I wouldn't be this irritated if it happened once or twice, but it happens repeatedly (and today), prompting this review.

If you go to purchase the sale items (especially those for which you receive a $5 or $10 gift card for a minimum purchase) during the first 2 or 3 days of the sale, none of the employees know about these items and the sale and gift cards don't ring up in the registers. If you want to actually receive the sale and gift cards that the store is advertising, it's a long tedious process where the manager must be found (not easy) and you have to once again go through the whole explanation of what's in the flyer, etc., etc.

If you go later in the week, they're sold out of the items and they don't give rainchecks (!?) and there are no substitutions. Ridiculous. It certainly appears that there's a real lack of management in this store. How can employees be repeatedly ignorant of common sales items and how can there be repeated failures to program information into the store's computers??

One more complaint, a minor one, is also about flier items. They are sometimes put in an area of the store where they shouldn't be, making it almost impossible to find them. An example: plain plastic storage boxes (for which there is a large department) placed with interior decor items like wall art and candles. Why couldn't they, at least, have had a sign in the plastic box area saying where these sale items were? One more minor complaint--the price-checking machines, where you scan the item yourself, don't work.

Luckily, there's a Hannaford Supermarket and a TJMaxx right next to this Target, so I can buy many things there instead of at Target. I plan to be sure to do this from now on. Saving a small amount of money at Target isn't worth the frequent aggravation.
